Is there a module where users can submit a article where there are say two input text fields one for title and on for body but before they can be seen by the other users it must be approved by the admin. Is something like this already in XOOPS or can I download a module. Help I am a Newbie.

Quite a few:

http://www.smartfactory.ca - for SmartSection
http://www.xoopsforge.com - for Article (a bit complex, but very powerful... but this will only work under XOOPS 2.2.3 at the moment)
And you can find several more content modules in the repository.
