it is measured by the "top secret" algorithms of Google, by assigning PR to each and every (ok, at least static and some dynamic ones, but there are plenty discussions about the later...) page on web sites
Major or one of the major compnents are backlinks - links to your site from the other sites.
The more backlinks you have - the higher PR will be.
If you have backink in
http://www.dmoz.org, very high PR site - your PR almost certainly will be no lower than 3, or even 5.
Got another baclinks to your site from higher PR sites - your site PR will be significantly boosted also.
Practical meaning:
Lets say, we do have absolutelly identical sites about Porsche 911 cars, one with quality and powerfull backlinks, another without (PR's respectivelly 5 and 1)
I'm searching on Google "Porsche 911" and there is guarantee, that the first results will be from higher PR site AND this site also will be indexed more deep into it - so there will be more OVERALL results from this site.
If I'm wrong - please correct me, this is how I do understand it
