I wonder whether it is possible to develop a self-learning platform in XOOP. It carries the functions like monitoring, assessment, etc.

I'm not sure if this is what you are looking for, but you may want to take a look at OBS Classroom.

You can also try the claroline or Atutor solution. they are not modules but independant script. I have worked with vivi to hack the claroline for matching users and don't have to relogin when lauching claroline.
