Color Cop is a multi-purpose color picker for theme &web designers. It features an eyedropper, magnifier, variable magnification levels, 3 by 3 and 5 by 5 average sampling, snap to websafe, color history, and a complementary color palette.

It converts RGB decimal values to Hexadecimal color codes and has color code support for HTML Hex, Delphi Hex, PowerBuilder, Visual Basic Hex, Visual C++ Hex, RGB int, and RGB float.

A similar free tool is Top Tools 3 which works very well.

Top Tools is definitely a good choice - 'specially the ruler. Just downloaded it now. You can never have too many cool tools to tinker with.
