Fortunately, SmartFTP's global que is smarter then I am, and is currently comparing the two directories to only upload the files it needs to.

...and it looks like there are plenty of files that are still missing. Sorry guys, looks like I should have done this first.

That did it! After another quick database import it looks like I'm back! So yeah, DEFINITELY should have done that first. (*smacks forehead*) Thanks guys! While I think everyone agrees XOOPS is great on it's own, it's the community that takes it over the top. Where else would I have gotten that many helpful replies? Thanks again!
