GPL encourages others to honor the original authors intent. Good policy if you ask me.

If you build a module from scratch would the sticking point of selling be the XOOPS code integrated into the module?

The sticking point would be that in order to operate the module would depend on the XOOPS core, which means it would be governed by the GPL.
