It is here because some people have upgraded to XOOPS 2.2.x but find that crucial modules don't work or other problems with the 2.2 series (most of those, we have fixed in 2.2.3 Final, but you never now)
When making XOOPS 2.2, we didn't have downgrading in mind so it was very tricky to make this script. It should be rather safe to use, if you want to go from XOOPS 2.2.x to 2.0.13.2, but if you don't backup your files and database prior to trying it, don't come running afterwards
Can you downgrade and upgrade to 2.2.3 next? Not sure I understand that correctly. By downgrading, you'll end up with a XOOPS 2.0.13.2 version (if that is the 2.0.x version, you upload) and can use the 2.0.13.2 -> 2.2.3 Final update patch... but that patch would also work with any XOOPS 2.2.x version
