What folder do I put avatar sets that I want to use on my site?

Ok now in english: What is the path that I use to store avatars for use in XOOPS?

Avatars are stored in the uploads/ directory. However, just uploading your files to that directory will not automatically add the avatars to XOOPS. You have to upload them one by one using the avatar manager. I believe someone made a script for bulk uploading avatars. You may want to search for "bulk upload".
