Changing Links in Header

I'm trying to change the links in my header and assumed this was done by editing the "theme.html" file but after editing the file and uploading it I'm seeing no change. Am I editing the wrong file?

Have you updated your system and settings: admin/system/preferences/general settings:
Update module template .html files from themes/your theme/templates directory?
Should be turned yes as long as you're busy in adjusting your theme.
If the change doesn't take effect, also clean up your folder templates_c on your server.

Thanks for the help. Cleared the templates_c folder and it updated.
