Upgraded to 2.2.3, Unable to Sign In!

Everything else shows up great. When I had upgraded to 2.2 everything was fine. I figured upgrading from 2.2 to 2.2.2 wouldn't be too harmless considering the update for 2.2 to 2.2.1 was unavailable. Now when I bring up user.php nothing happens! Anyone have any clues?

Please use the patch that is mentioned in the "read more" part of the anouncement of 2.2.3. You can find it here.
