User registration doesn't work, xoops 2.2.2

Greetings,

I have just installed XOOPS 2.2.2 but user registration won't work, I just get the following message

"Sorry, you don't have the permission to access this area"

Does anyone know how to fix this. In my admin area it says people can register. Is this a bug. Does anyone else have this problem?

Is the module anonymously accessible?

Preferences --> extended profiles --> General settings

then select anonymous correct?

admin=>users=>groups=>Anonymous users => Modify

I uninstalled it then reinstalled it and it is now working...strange!
