Speech module for Visually Impaired

I'm not at all sure how this would work, but I would like to see a module which integrates with speech functionality, either sensing what is contained in a block when a specific mouse click happens, or presenting speeched text on mouseover, or something similar. Any ideas?

I know this may not help but you should check out http://www.asterisk.org and their speech to text support.

I currently have a text to speech script for reading me the weather when i dial *61 on my asterisk server.

they have some really good script examples on http://www.voip-info.org like I said may nto be relevant but a good place to start your search.
