Hi..
Well i have option at my site where user register and it is not needed e-mail to verify it, so 1 usres can register 1 account from 1 pc, i mena does XOOPS uses user ip so he/she can register 1 account for 1 ip ???

No, that would be too restrictive. Remember members of a corporate network behind a router may have only one external IP address, same for users of Internet cafes. Also the ones on dialup and DSL have dynamic Ips that change all the time.
