I've installed two XOOPS sites in the past with no problems.. this third installation is being a bit tricky, though.

I have uploaded all the files to my site but when I navigate to the install folder, I get an "Error 403: Access Denied ... Retrieval of that file is forbidden"

Is there anything I can change, or is this up to my web host???

try re-uploading the install directory, and check the CHMOD permissions.....should be 755 or 777 to work.
