Can't add forum category

I'am new to XOOPS and want to create a forum.
When i tried to add a forum i got an error.
"Error, you must add a category before you add forums"
When i tried to add a category the category isn't added.
What's going wrong

Ok could be you cached the forum?

Also make sure you add a moderator to things and description.

Then sync your forum may help.

I'am logged in as webmaster but can't create a category.
sync doesn't solve the problem.

Installing newbb 2 did the trick.
