How to create a new language package?

I need to create a "Bangla" language package which I can later use with Multilanguages or xLanguage module. Where should I start?

not sure on how those modules work exactly..

but just copy the language/english folder and call it bangla

then edit the files in there and translate to your language

do the same for any other language folders..

ie. modules/system/language/english

and possibly other modules too such as newbb/language/english etc

For the time being all I want to show UTF-8 complaint Bangla font in news where user don't need to download any bangla font to view.
How should I start?

in the theme's style.css, perhaps?
Find something along the lines of
font-family: Verdana, Arial, Helvetica, sans-serif;

and add a UTF-8 compliant font to the list.

But, won't it change the XOOPS english definations too?

All I need is, to write NEWS using the utf-8 complaint font.
Any XOOPS editor can do that?

In that case, try playing with the .itemXXX classes in the theme. They control how the News items are styled.
