Yeah, 8x6 is still common.. but it depends on your target.
Who are supposed to come to core74? People who run systems only capable of 8x6? Can they afford your webhosting? (Not in any way trying to put poor people down any further, just asking a market question

I certainly like dynamic width themes because since I can afford a monitor capable of 1280x1024, I would also like to utilise that fully.
Sometimes, proffessional judgement dictates that it should not be like that, but I would say that your site would not break with a dynamic width (perhaps with some padding left and right)
