Page Cannot Be Displayed

I'm not sure if this has something to do with XOOPS settings or my firewall settings or my apache settings, but I'm hosting my own site, and whenever I try to access the index page, it gives me a "Page cannot be displayed" error. however, when i go to /modules/news/, it gives me a css-disabled page (i can only see images and text) no css-design whatsoever.
has anyone got to this kind of error? if so, how did you solve it?

when i test it usinghttp://localhost/xoops/ , it works. but when i go tohttp://mysite.com/xoops/ , it won't.

in mainfile.php, where you can define the site adress, you may have entered the local instead of the "outside" adress.

so instead of something like:http://192.168.0.1/xoops/
try enteringhttp://www.domain.com/xoops

for me it even works by just typing /xoops (relative path) but that might not necessarily be your case.
