I don't know is this a bug or not but I have to ask someone what is going on.

Here at xoops.org web site, if you're exploring Themes library module as an anonimous user, under Category listing V2 it says 288 themes, new today!

BUT, if I log in it says 271 themes, plus it's over one week old!?

Is there something wrong with my account setup or it's a real bug!?

No, it's not a bug.
When the submitter submits the file, it has to be approved by a site admin. They just keep forgetting to give registered viewers permission to view the newly submitted files :)

Bassman - thanks for the reminder. I've been meaning to write a SQL script to identify the themes that have incorrect permissions to make this easier to fix. Adding to my todo list now.
