you don`t need an module to do that!
just go in XOOPS system admin-blocks and aadd a new block
content type:html
paste the html code of the flash banner you want to show in the block give a name to the block for example:advertising or any other name make it visible:yes;
and then submit and you will have the scrolling flash in the block...!

Is it possible to make images in xoopspartner or smartpartner module scroll continuously? If yes, how?

you need to put the scrolling script in the XOOPS partners or Smart partner block template!
