Custom block won't go on top

Question about positioning a custom block:

General settings: Module for startpage set to None.
Custom block: Center, Weight 0
Recent News: Left Center, Weight 55
Recent Links: Right Center, Weight 55

No matter what I do, Recent News and Recent Links always are put above my custom block, which I want to be on top.

Can anyone explain this? With these settings my custom block has to be the first block right?

BTW: We are using XOOPS 2.0.10 Final.

the order of block groups (left, right, center-center, center-left and center-right) is controlled in your theme. The weight only takes effect within a block group.
