Would someone kindly explain to me what persistant database connections are and when I should use them. Also, what (if any) performace increase will I see with them enabled (disabled)?

Hello,

If you can, enable them but the charge of your server will be louder. Each time you request a page, the database is opened, requested and closed. It took some time. With permanent connections, the database is opened and stay open as long as you navigate thru your webpages, it's quicker.
