Liaise Image Upload problem

Using Liaise ver 1.23

I've created a form that includes a image upload...

The form works fine if there is an image attached. But if the field is left blank, it tells me there is no file listed and doesn't process the form. I wanted the image upload to be optional. I checked to see if I had the 'required' radio button on for that field, but its not.

Any thought?
