Activate member by webmaster does not work

If someone wants to register when i have the "activate by webmaster" on. I (webmaster) dont get a activation mail.
But the "Contact Us" form works fine. Its the same email.

If i have the "activate by user" on, all works just fine.

What is the problem with the activation by webmaster

G'day All. I'm having the same issue here. If a new user registers, They are automatically being activated, even though the preferences are set to activate by webmaster. Any thoughts?

Hi

I solved it by making a new fresh install of Xoops. Don't forget to delete the database.
