Question about banner at bottom of the page?

Hey all,

I'm trying to get a banner display at every page at the bottom of my site. But it doesn't seem to work. Does anybody have an idea how to add this? I removed all the standard banners from the preferences -> banners page.

Apparently when i add a new block it will only show up when you are either registered or webmaster... Anybody?

Edit group permissions to allow anonymous to see the block if that is what you want.
