How to move old mySQL-data into a new install of Xoops?

At http://www.smartsoftware.org I've got an Xoops-install, v. 2.07.

There are quite a few things that don't work (adding new blocks, for example).

I am about to move the site to another server and would like to do a fresh install of the newest version of Xoops, followed by an import of my members (13.000 or so), lots of articles etc.

Is there a bulletproof way to do this?
