The language pack (XOOPS2_lang_News_1.3_es.zip) is supposed to be unzipped and uploaded in the same folder that News 1.3? How it works? It translates only the news's module or what?

Yes, but note, it has to be uploaded into the MODULES language folder:

-root/
-root/module/
-root/module/news/
-root/module/news/language/

last location is where your lang folder should be uploaded!
