Should index.html,be in the template folder

I uploaded and theme template and everything was runinng fine before I did and after I did this file ---{{{index.html}}} was in and under my template file with my templates. is this file supose to be there and if not can I delte it?

the index.html file (which will consist of the following code: , which is basically directing the browser to go to its previous opened page) is intended to prevent people from browsing your directory.

it is intended to be there, psychicadvis, don't delete it.
