I would guess at 2 options.
Tinycontent, allow you to wrap your normal HTML pages, so you could make the general layout with any WYSIWYG HTML editor.
Or Articles (pretty sure that is what its called)
You can construct the article from HTML, again using WYSIWYG editor, you could creat a page to your liking and then post load into the articles section of Administration menu, It works for me, but my original article structure was text only and linear, I am now finding that I need to rethink my article structure so that it can be a little more dynamic, this is possible, I am avoiding it because I don't want to go through each page and edit the links to reflect the new structure.
But starting fresh, with a clear idea of what I want to acheive, the articles module could do it just fine.
Personally I am thinking about using multimenu to point to different categories within the Articles Module, and then continue with a linear structure (i.e. links forward and back at the bottom/top of the article) but linear only within its category - I think this will work fine.
