It may be a conflict problem between the registered XOOPS Site URL and your browsers actual URL at logon time.
There's a setting in mainfile.php where you define your site URL. If your URL at logon doesn't match the defined XOOPS Site URL you may have to logon twice (it redirects you to the defined XOOPs Site URL.
For example, if you try to logon to your site at
http://www.mysite.org instead of
http://mysite.org (the registered address) it may cause a double login.
i.e You have to logon from the same address as the one registered with XOOPS.
If you check your Site URL setting in mainfile.php and check the URL you're at when you login, you may solve the problem,
I might be wrong.
Another idea is the referrer URL. If you are redirected to get to your sites main page, try entering the main page URL directly in the address bar and see if you can login properly from that page (without going via the redirection)
If so, bookmark that address and use it for admin purposes.
