Not sure if you still need to know the answer to this bassclef, but it is because the Doggies theme does not ship with the following in the theme.html file :

<script type="text/javascript">


You need to add the <{$xoops_module_header}> line just before the <{$xoops_js}> comment which is in the section of theme.html. The '<{$xoops_module_header}>' is vital for NewBB2. I have just copied it accross and then tried the theme and it works with NewBB2.
