I want to create a frontpage very similar to Xoops.org, where there's a Welcome Message block at the top with some simple content and a Latest News block containing some intro text to a story and right beneath it is divided into 4 topics sections (e.g. XOOPS, Modules, Themes, YAXS) which each showing the latest news for those topics.
Any suggestions on how to implement this would be appreciated.

the welcome text is easy... goto blocks and create a custom block..

the 2nd well.. that is a module called spotlight and is available from the modules repository.. but the 1 on xoops.org is a modified version of it.

there's also a module called superspotlight aswell..
