How can I stick a topic in newBB?

I'm trying to stick a topic to the top of the forum but I can't find this fucntion...
I'm talking about important topics like they are made in this forum. Is there a way for me to do the same thing? How?

Click the topic to read it as usual, then hover your mouse over the 'Topic Options' field at the top. You will see that one of the drop down options is 'Make this Topic Sticky'.
