When you have uploaded the files from the html/ folder in the XOOPS Full package to your webserver, all you have to do is load type the URL to the website root in your browser, and XOOPS will automagically start the XOOPS Installer.

Can you please give us a clue as to what exactly you have done, and where exactly it is going wrong an what exactly is going wrong please?

Step 1: unpack the XOOPS package to a folder on your harddrive
Step 2: Copy the contents of the HTML/ folder to the localhost website root (depends on your server setup, probably www/ or public_html/)
Step 3: Start your browser and surf to http://localhost/

Step 4: follow the instructions on the screen.

unpack: extract the archive file (zip or tar.bz).

What do you see when you load index.php? Give us more information (server type/version, php version, MySQL version etc.), and an exact description of what you see.
