Basically I want a CMS where I could recreate something similar tohttp://reviews-zdnet.com.com/ orhttp://www.mysimon.com/ Can this be (or has it been) done using XOOPS?

Needs to include:
Way to post article reviews in categories
Way for article writers (admins) to give a rating to product
Way for article readers to rate a product
Built in forums (or very well supported forum integration)
Way for article readers to comment on a review (hopefully when the article is created a topic can be made in the appropriate category in the forums)
Way to display highest rated/newest products.

Any comments/suggestions are greatly appreciated.

Check out "MyReview" module - it is in BETA still but it works fine. Use it on my site with no problems.
