It would be great if it ables the Xoopsers to edit their pages/contents just like, IBM's Homepage builder, by drag & drop on the editing pages. I've actually seen some of those on other CMS, but their installations are way too complicated for me as they require commandline installtions!!

I haven't seen this possible in a PHP script like XOOPS. The IBM Pagebuilder isn't a PHP script, it's a full application and there are other 'rules' to that is and what isn't possible.

If'I'm wrong tho, please enlighten me

I know of a way to have that working with bookmarklets, but that'd depend on each user installing them. If that interests you I can provide links.

Not precisely what you meant, but you may be interested in WordPress-style PressIt functionality for mylinks.
