I have installed the 2.0.7 version of XOOPS and I don't see where I can add/change themes at. Can someone guide me in the right direction?

Just extract the zip file that you get when you download a theme into the /xoopsroot/themes/ directory. Go to your admin=>preferences=>general and select the theme from the theme selection box. You probably need to make the theme selector block viewable too.
