XOOPS renders all pages according to the theme.html file, so it includes all that in every page. But if I understand you correctly, what you're trying to do is load XOOPS (module)pages inside a XOOPS page (so XOOPS-within-XOOPS). You can't disable it for one and enable it for another, I'm afraid. Well, maybe you can, by making the header a block and disabling it on the pages you want to hide it in...
