In the example you give, those sub-menus's are simply a collection of XOOPS modules re-named from their defaults.
So for example, where it says 'Support Forums', that is actually the 'NewBB2' module, which has been re-named in System Admin\Modules as 'Support Forums' instead of 'NewBB2'. The same for 'Local Support' - that is actually just the XoopsPartners module, renamed to 'Local Support'.
In the case on my site, where it says 'Web Links', that is just a renamed instance of the MyLinks module that ships with Xoops.
