Is there a way that you can allow users to personalize which blocks they see and where they are positioned but not change it for all users?

nope - block positioning is global for the site. That would make a good core hack though.

Thanks for the response. Anyone interesting in attempting it? I no nothing about PHP or mySQL so I'm not even going to consider attwmpting such a feat.
