Creating submenus

I'm looking for a module for my website. Module should allow creation of submenus and displaying HTML pages in them. Let me explain: when you install any module, it creates a link on main menu (News for example). When you click on News, you see two submenus - Submit and Archive. This is what i need. I want to have some submenus, and when i click on Submenu1 - user should see any html page, assigned for submenu1, when he clicks on submenu2 - other html page and so on. Does such module exist? Or anything similar?

if Your sub'menus are not changing very often - I'd propose just make a html (or may be php) block, and fill it manually - as I don't know such a module.

well WF-sections has a bility to build menu tree of it's own contents.
