Is there a system setting needed for theme changes to last more than for 1 page? I change the theme and when I click a link, the theme changes back to the default.

maybe try to turn on the "Update module template .html files from themes/your theme/templates directory?"

You can find this value in SysAdmin | Preferences

That didn't seem to help in saving the theme. Is the theme saved in a cookie? After I change a theme, it is re-set on the next post back to the server.
