The Xoopseditor file is apparently now required for CBB installation, even if you don't wish to use fckeditor, koivi or whatever. It includes the basic editor that XOOPS has used for years.
For some of us, this new requirement wasn't evident as alternate editors have always been optional, requiring extra fiddling with files and often incompatibilities with some browsers. This file appears to be attempting to consolidate all editors into one place so that all modules can access editors easily. You have choices now right out of the box. Very smart.
You can get the file here, it is listed as a framework near the bottom. The most recent appears to be xoops-editor-moon:
