The basic news module is perfect for that and is the core of my site. I would suggest using a different module for announcements and turning nes over to the function you want. There are many modules that would do a great job of displaying your announcements, all of which would free you from wasting the great user submission feature and ease of use of the news module on just an admin only posting section.

maybe you can use Spotlight module.. for tat...

try XFSection, i use that on my site as a replacement for the news module..

it does all that u require in that it allows users to submit to different categories etc.
