i have installed XOOPS 2.3.1 , but i can not access with to the web site, the administrator is not recognized, i don't what kind of problem van make this lock.

i have problem with my XOOPS site administration, i have not permission to get my admin.php

i can loggin with my admin and my password, but i can not get my cpanel page or my menu administration page : the response that i get is access is forbidden

i use XOOPS 2.3.2 and i can not find admin sytem icon to make modification, i am going to this link :
http://www.yoursite.com/modules/system/admin.php?fct=groups
but when i go to the webmasters group to do modification and i don't find system admin rights it is empty and Module Access rights is empty too

i have installed WF-Channel 2.02 and WF-Resource 1.03, and i changed line 28 from:
