I think it's a bug, cause it seems to happen every time.when submit a new user,
debug php always has one error there.

the maxattempt number always is 10,i tried several times at debug php condition.

an error indicating index maxattempt_text not identified in /class/captcha/image.php line 71.
I guess:
if ( !empty($this->config["maxattempt")
should be correct to
if ( !empty($this->config["maxattempt_text"]) )

right?
