internal messaging

I have a few problems with my internal messaging system. When I want to send an internal message to my members it works on a few. However when I want to send the message to all 1800 of them I get a white page. I gather it does not want to even go into the process of sending.

Well any help much appreciated.

created a custom block
inserted <{$xoops_banner}> and select php scripts

tried it but no luck
