ok there wasnt a adminmenu.php, so i made a blank on now what do i do there is nothing in the admin area

all it says is fail to open file it doesnt say wich one or where it is at .that why i posted here .

when i go to the admin menu it is says this"This is your first time to enter the administration section. Press the button below to proceed." when i click the summit buttion it says Faild to open file .can anyone tell me what is going on it will not let me in to my admin area to make the chages i need to make on my site please help
