I just installed XOOPS 2.2.3
Windows XP Pro SP2
XAMPP 1.5.1
Apache 2.2.0
MySQL 5.0.18
PHP 5.1.2
And got the same errors.
Log into the Admin menu of Xoops
go into
Preferences -> system -> General Settings
Change the Debug mode setting to off.
Hope this helps someone else having this problem.
