PHP Notice message - need help

I noticed today at the very bottom of the page it says

Notice [PHP]: Only variable references should be returned by reference in file language/english/local.php line 43

I haven't edited the site in a while so Im not sure how long its been there, but I can't figure out how to fix it. Im using version 2.2.3a

Any help would be appreciated

Yes the template manager is not working. I have uploaded via ftp the new html templates I want, then I go to the template manager and edit the html templates with the changes I want but nothing is updated.

The page just refreshes and I get a blank popup window. Heres what my Edit template file window, the only option I have is view, so thats what I've been hitting.

and yes I have "Update module template .html files from themes/your theme/templates directory?
" set to yes.

this has to be some sort of bug, cause I can't update any of my html templates in any of the modules I have installed through the Templates/Mics Tool option. I tried even going back to the 1 template I was able to update and I can no longer update that either.

I don't understand how replacing the phsical html file via ftp does not update the file. Im extremely frustruated right now

I tried deleting my browsers cache also just in case but that didn't help

I was finally able to edit the header html file by using the Templates option under misc tools, but Im trying to update another template and its not updating. I've edited it about 10 times and its just not working

Im using the Weblinks module and am trying to edit the header html file. Yet when I reupload it none of the changes take effect. Do I have to enable something first?

Im using PD-Downloads 1.2 and I want to change the file size unit from KB to MB. anyone where I can change that?

Switching Main Menu and Login?

I want to have the Main Menu above Login. I looked through the template in the Misc tool area but didn't see anything where I could do this. which template do I need to edit to set this up?
